Are flags models?

There is a bit of conflicting information going on on this issue; according to the rulebook flags are not models. However, in the Steamroller document flags are models.

This has some big implications for how, for example, blast damage is distributed with the new AoE rules. (Also e-leaps etc.)

In my own opinion flags being models makes no sense in mk4, mostly because of the AoE rules, it feels nonsensical that flags ”suck up” aoe hits from attacks.

Could we get a ruling on this?

Pending an Infernal ruling, my assumption would be that baseline flags are not models per the rulebook but if the scenario packet you’re playing says that they are than they are.
