Seems to be the case.
Here’s what that icon means:
So, that weapon on the Kontroller can be used to make a Throw power attack.
When a model begins its Combat Action, it gets to choose one of the following options:
The Kontroller has a special rule that lets it make a power attack, so it can choose the “Make one power attack” option.
(Note that only warjacks, warbeasts, monstrosities, and horrors have special requirements for making power attacks, i.e. spending focus/being forced.)

He cal also use his Open Fist to throw a Powder Keg of use the Keg to remove a Defense
