There is no speed statistic in models with propelled.
Technically, they have a SPD stat, it just doesn’t have a numerical value.
However, models with Propelled do not use the SPD stat for moving, they have a different rule for that. If they were affected by an effect that reduced the distance they were able to advance during Normal Movement, that would work because Propelled specifically says that they are advancing during Normal Movement.
So, because the SPD stat does not affect the distance a model with Propelled can advance, modifiers to the SPD stat don’t do anything.
