When unit/solos starts activation inside tower/bunker, they can change floor from normal movement. I assume I can use aim.

Yep. Inside of a Bunker of Guard Tower the models still have their Movement, and can use it to Aim. The only restriction is on how they use their Normal Movement in regards to changing floors and such.
