There any plans for this as a crush hour release or some other way to et it?
From what I recall, when I asked at GenCon, the answer was that this building is a convention-exclusive prize at this time.
(If it helps, this building is, for all intents and purposes, the Imperial State Building, with one extra you-might-get-to-use-it-once-a-year rule added. So, if you have the ISB, mechanically, I think you’re covered. )
