Looking at the new Cygnar cadre warcaster, can he put Snipe on himself to give his gun a 19" range?

As long as the range is a numerical value and/or a SP with a numerical value, and not something like “CTRL”, then yes, Snipe will increase the RNG.

No. Snipe can’t increase the RNG of CTRL.
