Stagger and charging

Super-short, no-quotes version:

Nothing in the Charge rules say you have to be able to make initial attacks to charge. It says “first attack”, and nothing prevents that from being a bought attack. You still are able to/have to choose the “Make initial melee attacks” option, even though you lose your initial attacks.

So yeah, If a model loses its initial attacks, from things like powder keg spell or stagger, can they charge? [rules] I see this as no they cannot bc charging calls out initials. but could see it get the movement bonus, and able to buy normal attacks (not charge attacks)
