Under Measuring Distances it describes abilities that affect models within a specified distance of another model (Such as Veteran Leader) to have a circular area extending out from the model’s base. Circles are 2 dimensional, which would imply that such abilities only affect models on the same elevation as the model with the ability. Is this what is intended or is the area these abilities cover actually 3 dimensional, and if so is that area a sphere or a cylinder?

As with cloud effects, the simplification for ease of play is to assume that such zones are cylinders of infinite height. But RAW, there is a three dimensional aspect to ranges. We tend to choose to ignore it.
This state of affairs is many years old - it has been there since the model volume rules were introduced in past editions.

You are in an ability if your base overlaps the aura range, regardless of elevation.
